Quality Measures

The Quality Payment Program website includes resources on resources on measure selection, participation status, and reporting eCQMs. DHIT has included functionality in CQMsolution to enable you to directly submit to the QPP program, or output QRDA-III.

Certified Community Behavioral Health Clinics (CCBHCs) are designed to provide a comprehensive range of mental health and substance use disorder services. DHIT supports CCBHC measures.

Established by the Centers for Medicare & Medicaid Services (CMS), QualityNet provides healthcare quality improvement news, resources and data reporting tools and applications used by healthcare providers and others. DHIT helps submit quality measures on your behalf.

Healthcare organizations that achieve Joint Commission accreditation demonstrate their commitment to providing high-quality care and meeting established standards for patient safety. DHIT supports all Joint Commission quality measures.

  • eCQI
The eCQI Resource Center is a website offered by CMS and ONC as a clearinghouse for Clinical Quality Measure information, including the latest standards, measure specifications and testing tool information. It’s an indispensable stop for staying current on CQMs.

Interoperability

  • FHIR Implementation Guides
  • Dynamic FHIR Technical Details
  • C-CDA & FHIR Connect-a-thon Upcoming Events
  • SMART APP Gallery
  • USCDI
The United States Core Data for Interoperability (USCDI) is a standardized set of health data classes and constituent data elements for nationwide, interoperable health information exchange.
  • C-CDA
The C-CDA Scorecard leverages the work completed by an ONC-funded grant — SMART (Substitutable Medical Apps Reusable Technologies) and promotes best practices in C-CDA implementation by assessing key aspects of the structured data found in individual documents. It is a tool designed to allow implementers to gain insight and information regarding industry best practice and usage overall. It also provides a rough quantitative assessment and highlights areas of improvement which can be made today to move the needle forward. The best practices and quantitative scoring criteria have been developed by HL7 through the HL7-ONC Cooperative agreement to improve the implementation of health care standards. We hope that providers and health IT developers will use the tool to identify and resolve issues of C-CDA document interoperability in their health IT systems.

ONC Certification

  • Certification Requirements
  • HTI-1 Final Rule
  • Standards Version Advancement Process (SVAP)
  • NIST Test Tools
NIST has developed a tool to test requirements and standards related to message transport specifications expressed within the 2015/2014 R2 Editions of the ONC Standards & Certification Criteria. The tool commonly referred to within this document and accompanying resources as the Edge Testing Tool (ETT), tests for adherence to the Edge Protocol standards during valid communication sessions between the ETT and a System Under Test (SUT).
    • View, download and transmit to 3rd party
    • Ambulatory setting only – clinical summaries
    • Data portability
    • Transitions of care – create and transmit summary care records
  • Cypress Test Tool
Cypress is the rigorous and repeatable testing tool of Electronic Health Records (EHR) and EHR modules in calculating eCQMs used by CMS’s Quality Reporting Programs. The Cypress tool is open source and freely available for use or adoption by the health IT community including EHR vendors and testing labs. Cypress serves as the official testing tool for the EHR Certification program supported by the Office of the National Coordinator for Health IT (ONC).
